Description

A setting in the User CP. Also a setting in the ACP to disable this functionality

Confirmed that all functions work. Successfully sent message to user with the setting on while logged in as an administrator. It did not send the message while I was logged in under a normal account.

There was a database error when using the ACP if installed on SQLite or PgSQL. Fixed in revision 4415.

Forgot to include this: r4468 improves this by adding some options in the user datahandler.

The default value is "Yes". This means, that it is only possible to send pms to buddys. This would confuse a lot of users...
I would search for the option in the "Private Messaging" group, but it is in an other one.
