Description

If you want to create a new moderation tool and you forget to fill out a necessary field you get an error. If that happens some of the settings you already set before are lost.

Steps to recreate:
1. Create a new thread or post moderation tool.
2. Set these settings:
- Name: Test Tool
- Copy Thread: My Forum
- Add New Reply: Test Reply
3. Submit the form. You should get this error message: "Please enter a short description for this tool."
4. Take a look at the settings "Available in forums" and "Copy thread?". Nothing is selected for these options anymore.

Even though this was reported in 1.6, I've fixed it in the 1.4 branch too...
